The new ITTF rule allows only water based glues to be used on table tennis rubbers and blades. The water based glues are VOC free. It is unlike other table tennis glues. The table tennis glues made of VOC is hard to remove from the rubbers and the blades. Peeling is hard and sometimes a part of the sponge from the rubbers can just come out. It also takes time to remove the glue and the fingers hurt after a while.

The water based glue deposited on the rubbers is very easy to remove. The answer is simply wash with water. In the case of rubber, just pour little bit of water on the sponge and foam with the fingers. After a while the glue simply starts coming off. At that time it is easy to remove it with fingers. Keep foaming with water until all the glue comes off. You should be lucky to remove it without even peeling - the water dilute the glue and glue comes off.

I have experimented this on a Butterfly Tenergy 05 rubber and all the XIOM rubbers. After I washed it with water, the sponge restored its original state and the rubber looks like new. You may experience problem if you had used other glues on the sponges and applied water based glue on top of it.

It is not recommended to pour water on the table tennis blade because it can destroy the blade. So, it is advised to simply wipe the glue off with a wet cloth.
